Hello Rishit, are you are still searching for this functionality? Elevator for JIRA is about to release additional roster options that allow you to assign to teams. You will also be able to intelligently distribute the workload across these teams. For example, if request type = Project 1 then Assign to team2, then distribute the work to a targeted user or evenly spread the work across team2.

You can also dictate the workload, for example, users can be set an issue threshold, if User1 has 5 issues assigned move to the next member of the team (cyclical or random)
