Currently you can only get the screen schemes using Jira Cloud Rest API. See Get screen schemes .

As per What’s up with Jira & Confluence Cloud extensibility? , Atlassian is working towards the complete project configuration experience via API and I see that CRUD APIs for Screen Schemes and Issue Type Screen Schemes is part of it
