As the question states, I am wondering how much do clients pay to have a custom website built by dev team and have a workflow setup using Jira as it's backend. Client like hospitals, military, etc...

I'm not sure I understand your question.
Do you mean that the clients would not be directly access the Jira product? A custom website would have to be set up for all their interactions with Jira? Why would the client not be working directly with the Jira web site?
That is a very broad question, too broad to reply with just a simple number. it would depend on what type of functionality needed to be present in the custom website.
Can you provide any more details about the scope of the work?

In my company, we run Jira in our data center, serving hundreds of clients through our website which connects to the Jira API to send and receive data. Clients can sign in through the website, to create tickets, more statuses, etc. As a Jira Administrator, I am responsible for creating groups, roles, new client and internal projects, workflows, automation, etc... all done in Jira. These changes are applied to our website through the API. We host our website to limit unnecessary access to certain features and have a minimalistic UX/UI for our users. I am sure there are other reasons too. So I am wondering, in general, how much clients pay for such services. I am also a full-stack developer by night, and very much into Startups and SaaS applications, and I was curious about how big this market is, and what clients pay. My target audience would probably be healthcare, and maybe the military. I also want to build my website to integrate other technologies not offered by Jira.
