What are your requirements, based on you question.

Each object has a history based on creation, modification etc..

Assets usable in Jira based on custom field will have the related work items in Jira visible on the asset object.

It depends on the context.

Do you want to track who/when requested, approved, granted the access? What kind of access the user has?
