How get rid of required hours in tempo but set an available hours in planning?

Hello,

In our Company we have set  40h week work (8h per 5 days), but if we don't log all of 8h we always have some hours with minus, for example 'Current period -8h behind'. (No. 1 on the attachment)

So, we don't want to set requierd hours.

I made a new workload scheme in Tempo without setting required hours, but it caused that every of planning and available hours disapeared. (No. 4 on the attachment)

So, we want to have no required hours (No. 3 on the attachment), but we want set an required hours per month, because it's important to planning our time (No. 2 on the attachment).

Is it some possibility to the that?

How get rid of required hours in tempo but set an available hours in planning?
