I'm reporting this issue on behalf D***@disney.com,
In his Jira Board, D***@disney.com does not have available the field "Assignee" so He can not assign to himself neither nobody can assign him tickets. Looking for, in the AI Jira Support (see attached image) It says that is a problem of permission and that he should get contact with administrator..
1) Do you know who is the administrator of the Following Jira Board?

Gor is right about checking permissions, but keep in mind that Jira uses two distinct ones here: Assign work items (which allows Diego to assign items) and Assignable user (which allows him to be selected).
Neither is working, a Jira admin should run the Permission Helper (Settings → System → Permission helper) on an affected item like COM-184538 to verify he has Browse spaces, Assign work items, and Assignable user.
If those are granted, check that his account is active and has Jira application access. Note that board admins differ from project admins, so you'll likely need your Jira admin team to fix this. Lastly, please edit your public post to remove the internal URL and email address!

Community members don't have permission to your space and board.
If you can't find the user in the assignee field, most probably that user doesn't have the Assignable Users permission in the project.

If you are a space admin, you can check what roles are attached to this permission and add those users to that role.
Or ask your Jira Administrator for the entire site to help you.

the default behavior of JIRA is field assignee to be present and accessible. Please check your JIRA board settings fields if by any chance this has been disabled or removed. Alternatively check the documentation written by official atlassian - https://support.atlassian.com/jira-cloud-administration/docs/work-item-permissions/
