When I try to create a new JIRA project, it only gives me one template option and the ability to change the template after clicking on the "change" button. How do I set up the project creation page to give the user two project template options to choose from instead of one? Or, how can I grant all JIRA users access to "change" the JIRA project template from the default to another template? That "change" button for the project template is currently only available for our JIRA administrators.

I guess you are on Cloud. Basically only Jira administrators can create projects. That is why your Jira administrators have the change button. But Atlassian added the Independent project to Jira Cloud. This project can be created by non-admin users and there is only one template called the Agility project. Non-admin users can create only independent projects, that is why they do not have the change button and you can not change it.
