How do you do a query when dropdown doesn't show available choices and JQL looks bugged?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I create a jira item (bug) with severity "1-Crash".
I then try to make a query, but, despite the column being shown and having entries, I don't get anything to choose from.
JQL doesn't seem to be happy with 'Severity' either.
How should I do my query?
And why can't I open a bug to jira for that???
