How do you automatically cc a list (or all developers) when a code review is submitted?

I'd like to automatically email all developers on a project whenever a code review is submitted.

1. Create a project role for the people whom you wish to be notified.
2. Create a group containing the people that you want to be notified and add it to the new project role.
3. In the "Events" section create a "Code Review Submitted" event
4. In your workflow add the new event at the appropriate transition as a postfunction (eg: "Fire a Code Review Submitted event that can be processed by the listeners. ")
5. In your notification scheme add the new project role to the Code Review Submitted event.
