How do we migrate all existing tickets from one JIRA account to other?

We are in the process to moving all tickets from one JIRA account to another. Using an export file does not provide all the information and misses historical data and comments etc.

By "account", do you mean a user account, or you have two separate Jira instances?

If it a user account, not a different JIRA instance, why are you exporting anything?

Then what Joe says.  Export and import is a total waste of time.  Bulk edit to change the "account" on the issues, and maybe again if the issues need to move project as well.
