How do we connect this app exclusively for Jira Software?

We use Jira Service Management and Jira Software.
Jira Service Management has 13 users
Jira Software has 10 users

We want to connect Zephyr Scale - Test Management for Jira application for Jira Software
According to the terms of the price list, if users do not exceed 10, then we have to pay 10 dollars per month, but for some reason the system does not count 10 users, but 13 users.
Because of this, the bill becomes not $ 10 per month, but $ 55. Why?

Hi @Vadym Kalujny ,

Sadly that is not how the app prices work. It also states it in the terms at the bottom on the marketplace

so any app you install will be counted against the highest tier on your instance. No way around it that's just how the marketplace policy is.

This is counterproductive and tends to drive away potential customers. Why should a company that has 100 users on Jira, two of whom use ZScale, pay for 100 users?
