I have a rule set in Automation watching two projects, and when an attachment shows up in either one, it copies them to the other project. When a user submits through the portal, the attachment will show up in the servicedesk project, but it doesn't trigger the rule. If I drop an attachment into the project through the ticket directly, the rule works.
