How do i create my own custom project?

We would like to create our own project and have the ability to create and customize our personal workflows, add users, etc.

There is nothing like this in Jira Server, you have to be an admin to do project configuration.

Cloud has "team managed projects" which do allow the owner of the project to configure it in many ways (but this of courses loses all the benefits of standardisation across projects)
