How do I turn on the API in JIRA

In previous versions of JIRA it was pretty easy to enable the API.  I just renewed my 10 user license and installed the new version and now I cant figure out how to turn the API on.

Version 7.1.6


Thanks for any help someone can provide.

You don't. 

Parts of JIRA 7 rely on the REST API, so the option to turn it off has been removed.  It's always on.
