How do I track and report time across JIRA Service desk and Software (Cloud)

We have a need to track and report time spent in Jira. 

We currently use estimated and time logged from Jira itself and use TimeUpdated filed for the report. 

This is creating issues as it does not rack if the ticket is transferred from one agent to another. The ticket and its entire number of hours comes in every week if the ticket is upated. 

Is there a better solution out there? We want to be able to track work logged by individual users every day/week/month.
