When I create a project, there is a toggle that allows me to make the project private. And then once the project is created, there is little gray lock icon overlay on the emoji of the project.
There seems to be no way to toggle the privacy of an existing project. If I click the "Share" button at the top right of the project, there seems no way to change the access from "Open" to "Restricted", and vice versa.

I believe you're referring to the Space (formerly know as Projects) access setting in team-managed projects. If so, you can find make the project private under Access settings.
Navigate to Space Settings → Access. In the top-right corner, next to the Add people button, you'll see an option to update the space access level

It is possible to update the Access settings for a Team-managed project/space using the steps below:
1. From your space's sidebar, select Space settings, then Access.
2. Under Space access, select Change space access.
3. Choose the level of access you want to give, then select Change.
