Ideally, I'd like to limit Automation for Jira notification to the rule owner or the specific userrs identified in the rules.
At the moment, automation spams all and sundry.

What notifications are you trying to limit?
If the rules are updating issues, the act of updating the issue generates notifications separately from any Send Email action within the Automation Rule itself.
If you are using Edit actions there is an option within them to disable email notifications. I have not tested it, but that might counteract notifications associated with the Issue Updated event.
