How do I show existing issues to users who are creating new issues in Jira

How do I show existing issues to users who are creating new issues in Jira

I have the latest version of hosted Jira installed. I'm trying to show users existing issues when they start typing in the Summary field.

I'd like the same behavior that occurs when a user types some text in the Linked Issues field and a list of issues with similiar text in their summary shows up.

I've looked in the configuration but I can't find anything that lets me show existing issues.

Any help would be most appreciated.

It needs customizations or third party plugins like Suggestimate. Not possible on onDemand because of the plugin policy.
