I've created and downloaded a cloud backup zip file but don't want to make my workflow scheme changes to an existing system until I can confidently restore it. It appears the import option on the menu is missing and yes I am the Jira Administrator. This is what I see. Please help.
The answer is to be an organisational admin otherwise it is hidden to App Admins
Org admin... Wow, hah 😅 I don't remember stuff being 'hidden' from app admins and available only to Jira admins under "Jira admin settings"
I've just tested this and can confirm that this is the answer, then.

There should be an option Import Jira cloud under the page you've screenshoted, where you can upload your zip file. Now, to import the whole site, you should follow these instructions.
As for why this isn't visible to you, I'm not exactly sure. It seems you're an app admin and are you also Org admin? If not, can you check if they see this option? 👀
If no one can see this, I'd recommend reaching out to Atlassian Support.
I've checked multiple sites, and for each (incl. main productions) I have options to restore the backup file.
‼️ Huge note here (as stated in the docs):
By default, all contents from the export file are imported into your Jira Cloud site, overwriting all existing data.
There's this article as a potential workaround, but I haven't used this method yet: Partial or selective import of a Jira backup export into Jira Cloud
What I did a couple of times is restore the backup to a completely new site and then use cloud-to-cloud migration method (data transfer).
