How do I provide access to a user without requiring the user to create account?

Looking to allow users to add comments or respond/become watchers on tickets without providing the user individual login access. Is this possible?

No, you cannot give anonymous users permission to comment on issues or be a watcher, all you can do is allow them to view and create issues. See Allow anonymous access to projects for more information.
