How do I migrate a project to Jira Cloud without users?

I'd like to use the Jira migration assistant for this task. When I created the migration plan, the project didn't want to migrate. Mainly due to user email issues. i.e. duplicate email addresses for actual users and generic users. And invalid users.
I was expecting this to work like confluence migration assistant. It seems there are user relationships in JIRA that are required. How do I approach this in a production setting?
