How do I make field Default Values get pre-filled on Move Issue: Update Fields?

I have an "Acceptance Criteria" custom field on Stories that has a default value to prompt users to fill in parts of a Story.  When I click the Create button to create a new Story, it's pre-filled just fine.

But if I convert a Bug to a Story (which happens quite often), the Move Issue: Update Fields > Step 3 gives me an empty "Acceptance Criteria" field.

Am I doing something wrong or is this a Jira issue?

Jira Server (v7.2).

A default value is used only for new issues.  A "move" does not create anything new, just changes the existing issue.
