How do I install this? No "install

I tried to follow the instructions to add this onto our existing instance, using the instructions from the site below. But there is no "upload add-on" link ANYWHERE. I looked in every available page, but it just doesn't exist. What's the problem? How do I install this plugin?

• Choose "Add-Ons", then navigate to "Manage Add-Ons" (the "Install" section in older versions).
• Click the "Upload Add-On" link and upload this file.

You have used the tag "OnDemand". The list of plugins you can install in OnDemand is limited, it's handled in your account settings, and this plugin is not on the approved list so you cannot install it.
