How do I hand over a request to someone?

Hi, I would like to hand over a request raised earlier to a fellow co-worker, how do I do that?

Do you want to modify the assignee or modify the reporter in jira ?

You need permission to change reporter

As @Joe Pitt said, I think you need to check with your Jira administrator if your group or role has permission to modify the reporter.
