This question is in reference to Atlassian Documentation: JIRA system administration

We recently upgraded to JIRA Software, but I can only make Business projects when I need to make software projects

Go to Admin -> application management and check that Software is enabled, and you have set up at least one group to use it (i.e. the licenced users for it).  Make sure you're in one of the user groups as well.
