According to this page, Administrators are supposed to be able to edit the system dashboard. However, despite being logged in as a user that is in under the site-admins group that has the Admin permission, I'm unable to edit the System Dashboard. When I mouse over that Admin permission it says "Users in this Group have admin permission in Jira administration." So, if I'm logged in as a user in a group that is supposed to give me admin permissions in Jira administration, that means I should be able to edit the System Dashboard, right?

Yes, admins can edit the system dashboard.  But your (reasonable) assumption that it will be accessed the same way as user dashboards is wrong.  It's an admin function, so it's buried in the admin menus, not a click on the dashboard!  Go to Admin and search for "dashboard" (I can't remember which section it's in)

Thank you very much! You're correct, it's under Jira->Settings->System->System Dashboard. You'd think that would be clearer in the documentation... Thanks for your help.
