How do I customize the login screen?

Our Login screen is completely empty (except for the header nav bar) a random confluence search bar (which is on our default dashboard) everything else is completly blank. I couldn't find any documentation that jumped out at me. Any shove in the right direction is greatly appreciated.

Hmm while that's a shove in kinda sorta the right direction. I couldn't see anywhere within the documentation on how to define a dashboard to be viewed by non logged in users.
