How do I create a custom field in Jira cloud

We are running Jira cloud. It seems that in the last couple of days some of our setup options are not available. I am an adminstrator with full access. We would like to create a set of custom fields.

Go the your Jira dashboard (click on the Jira icon), then click Jira settings -> Issues -> Custom fields.

That's the current list, with an "add" to the top right.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

And if Nic’s answer isn’t hitting home please explain what you mean by “some of our setup options are not available”. Where are you looking and what are you expecting there?
