I need to set up about 15 projects all with same issue set up and users?

I really need to know if I have to do each one manually and add the 60 users and the extra fields or whether I can do one and copy it before issuing to teams.

Welcome to the community.

You can create project using the share configuration option. You just need to set up one project and create new project using this option.
