How do I change the time format, for example, from 1.5 HR to 1 Hr 30 minutes?

As you see in the picture, the first response time and the resolution both show as hrs format. Is there a way to change the time format from 2.94 hrs to 2 hr 56 minutes?

Can you please let us know what is the report you are using?
Normally, the time tracking format can be changed by navigating to JIRA Settings > Issues > Time Tracking and changing the Time display format:
P.S: you must be a global administrator to do it.
