How do I change the default assignee when a ticket is created

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

How do I change the default assignee when a ticket is created through an email or when a ticket is created? The current assignee is disabled in Active Directory and no longer with the company and not listed in any groups within Jira.   I am not able to change the default assignee to another user or unassigned.    Thank you

In which case the default assignee is set specifically and how does an issue look like in this case?

I am asking because there are several causes/places where a default assignee *could* set set:

What me leaves me wondering is the fact the user is deactivated. Most of the logic should exclude the user from being considered further - but please double check the locations mentioned above.
