I have been looking through this entire thread and I still haven't got a clue to how I manage to change the Project Lead for a Service Desk project in Jira Cloud.
I now understand that the input seach field is masked as a drop-down list, so I shouldn't expect any suggestions before I start to type in text.
However, even if I type my own name (and I'm the Project Lead already), the list is still empty stating that "We couldn't find any people"???
I have seen this kind of odd behavior other places in Jira, and sometimes it works if you just provide the correct email address. But not in this case.
The field seems to be locked to it's predestined value. Irrespective of whatever I do, I don't get any suggestions in the list to chose from.
This is the current situation:

Does anybody know what it takes?
Finally, I figured it out. So if someone ever gets into the same trouble, I will provide the solution here:
It turns out that as default setup (at least in our case) administrators don't have the global permission to browse users and groups (???) - only jira-developers have that permission.
The consequence is that as an administrator you can't select a new project lead - go figure!
Anyway - the solution is to go to settings -> global permissions - and add the proper user or group to the "Browse users and groups" permission.

I'm very much aware of where to change the Project Lead. The problem is that I can't change the value of the field as described above.

Thanks @Manoj Gangwar - but that's a 3 years old issue update describing the introduction of the fields providing the ability to change the Project Lead and the Default Assignee.
I don't have a problem figuring out how to find these fields. The problem is that I can't change the value of the Project Lead field, despite the fact that all conditions for doing so apparently are in place.
If you can somehow point me in the direction of the condition that is not fulfilled that would be a real help.

To be able to make these changes, you should be a Project Admin. Basically, you're listed under Project Settings -> People as "Administrator".
Let's see if that's working first.

Thanks @Robert Wen_Cprime_ - I know. I'm listed as Administrator, and so is the person I want to assign as Project Lead.
Right now, I'm the Project Lead, and this is how the field looks like - so far so good:
But if try to type in the name of the person to be assigned as Project Lead, I get no matches. In fact, it doesn't matter what I write. I have tried with all letters in the alphabet and Jira always returns with "No Matches". Not even my own name or email works. It's like Jira doesn't recognize any users/administrators at all.
This is the person I try to assign as Project Lead, and as you can see he has Administrator rights for the project:
