How do I attach a screen to the "Allow all statuses to transition to this one" status

So I have a Status set to : "Allow all statuses to transition to this one"

I need it to pop a screen when that is set, how do I do that as there is no option to select a screen.

Hover over and select the 'Transition' tag:

This should bring up the Transition panel - Select Edit:

Select your screen -

It is really no problem, the UI certainly is a little different for the 'global actions', so I can see how it is not obvious.

When you set "Allow all statuses to transition to this one" there is the ALL transition. You can set a screen for this transition. I attached a screenshot with the ALL transition:

If you can not see the All transition, then there are already available transitions from all statuses to the required status. You should set a screen for each of such transitions.
