How do I assign someone to an issue?

I am using JIRA OnDemand

As an Administrator, I can assign people to an issue when I create the issue, but other users cannot.

As an Administrator, I can change the assignee for an issue, but other users cannot.

The Online Help does not have a section where it discusses "Assign a user to an issue"
