How do I assign person X by default to an issue moved from one project to another?

Currently when tickets are created for Project A and Project B they get assigned to the Person X.

When tickets get moved to Project A and Project B, Can JIRA assigned them by default to Person X?

It will but only if the ticket doesn't already have a valid assignee. When you move, you also get the option to choose an assignee in that case, if I remember correctly.
