How do I add and edit Labels?

Hello @Kat Johnson 

There is not a screen that lists and allows editing of all Labels values.

You add a Labels value by actually adding the value to a Labels field in an issue.

You cannot edit Labels values. If you need to change one, you actually need to add a new Label value and then remove the one that you wanted to change.
