How do I add a transition to a workflow when the "add transition" button is not available

I want to add an "outgoing transtion" to one of my step, but Jira says "The step Close has no outgoing transitions in the Active workflow, so you cannot add any outgoing transitions in the Draft workflow."

I'm trying to figure out how to enable this in the Active worfklow, but can't figure out. Any idea?

In order to add an outgoing transition you need to have an inactive workflow.Do following:

1. create a copy of your workflow.

2. add the outgoing transition

3. create a copy of your current workflow scheme

4. add the new workflow to the new workflow scheme

5. associate the new workflow scheme to your project
