How do I add a pre-defined template into the story/bug description?

I'd like to define a template for the simple structure of a story and bug by using the 'description' field in JIRA. It it possible to do this, if so, how?

Hello @dee.heap

It's very much possible, but default values for system fields in not supported in Jira out of the box.

You would need to use a app(plugin) like Script Runner

You may also try Easy Templates for Jira issues add-on where you can easily set structure for bugs, issues, stories per project and even add subtasks automatically.
