How do I activate the button "Share"?

Inside the issue view only I can see the following button. How do I activate this for all project users?

Give browser users Global permission to jira-user group .See this doc

Thanks, works like a charm. I just had to add the users to the jira-developer group. The jira-developers group has this permission.
