How could i use Jira 6.4.11 bakup data to restore in Jira 7.0

I know when exute install there is a banner about restore. 

I can't find restore banner, how could i restore when i have installed JIRA 7.0.

You don't - this would be an upgrade process, not an import.  You'll want to take your 6.4.11 export, import it into a temporary 6.4.11 installation, upgrade that to 7, then export it again
