We currently have a project opened, but when the project admins are trying to add a specific group (example: jira-software-users - also, maybe for organization it'd be smarter to create a group called "Developers"..) we have created, the dropdown for when we click to add new groups is only displaying Administrators.
How can we expose and bring to surface in this dropdown at the project level the other groups we have created in settings?
Is this possible? If so, would love to know how to accomplish it.

Project admins can only add groups of which they are a member in a lot of places.
