How can we prevent a user not to move to Resolved statues unless and until all PRs are merged?

Please help to implement the same in Jira.

I had a similar use case recently in Jira Data Center 9.12.

As far as I know, there is no way to do this in native Jira (possibly through plugins though?).

What I did to circumvent this, was to add an Automation Rule that reopened the ticket if there were still open PRs. It also added a comment explaining that the ticket was reopened for that reason.
