Now we can get the mail when the bug/defect was created in the JIRA, but the mails cannot be found as quickly as possible.
So we need to have the new Teams chat for the bug/defect when the bug/defect was created in the JIRA and all related members can found this tichket immediately.

And what do you mean by "...but the mails cannot be found as quickly as possible"?
Depending upon your Jira version, and available addon apps, it may be possible to directly send the message to Microsoft Teams.

We want to create a issue chat in the TEAMS when the Blocker/Critical issue was submitted in the JIRA, the chat in the TEAMS can be found and checked in time.

It appears you are using Jira Server/Data Center version. Next check with your Jira site admin to learn what addons/apps you have available, as one of those will be needed to send messages directly to MS Teams.
