How can we assign a workflow to a project

We tried to flow the instruction to add a workflow to a project.

But under the Project setting, there is no Workflow option. See attached.

How can we find the Workflow option?

You need the jira admin permissions to do the following steps

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

I am the account owner. How can I get admin permission? Shouldn't that be the default?

It looks like I am already the site admin, but I still do not see the options to allow me to assign workflows to a project:
