Now the retirement of Data Center products has been announced is there a way to use the Cloud versions of Jira, Confluence and JSM in an air-gapped environment and how would that work?

Based on how SaaS solutions work, this is kind of not possible.
Jira Cloud allows for IP restrictions to be set through the Atlassian IP allowlists feature, which enables administrators to specify which IP addresses and network blocks are permitted to access the product
Note, this feature is only applicable to Premium or Enterprise subscriptions

In addition to what mentioned by @Marc - Devoteam , Atlassian is working on offer an isolated environment for the clients that require a dedicated environment and have high sensitive data.
