How can one adjust the global permissions of JIRA administrators?

This question is in reference to Atlassian Documentation: Managing Global Permissions

In the article is only shown how to give or remove the global preset of permissions under the label "JIRA administrators".

Is there a way to adjust the permissions which are bound under that label? More concret: We need a group of "JIRA project managers", that should not get all the rights of JIRA administrators. And our administrators always have the rights of JIRA system administrators. Thus our idea was, to cut some permissions form the global set "JIRA administrators" and asign it to our project managers...

No, this is not possible.

Atlassian are looking at ways to delegate admin permissions, but the current schemes are effectively hard-coded.
