In the absence of more context, I can suggest a some options, the first one makes more sense from my experience:

1. You can create a version to track your milestone. Versions are typically used for software releases, but nothing prevents you from creating a version called 'Milestone 3' for your purpose.
2. You can create an issue with a zero duration.
3. You can create a new issue type called 'Milestone'.

I wouldn't recommend the last one (at all!). It really depends on the purpose of your milestones. Do you need them to track progress towards the milestone or to keep track of the date?
