How can create multiple sub tasks in Jira,is it possible to create a sub task directly without a parent task?

In what circumstances do you want to "create multiple subtasks"?  

You can't have a sub-task without a parent.  A sub-task without a parent is, well, an issue at the parent level, not a sub-task.
