On the log in screen there is not option available for "forgot password." How can I as an admin send them an email to reset it?

Are you working with Jira Server/Data Center or Jira Cloud?
How is authentication set up for your instance? Is it linked to something like Microsoft Active Directory?
I think it's Jira Server/Data Center. I'm not sure how the authentication is set up. Here's a image of the log in screen

If the URL for the site is something like
https://<your company>.atlassian.net
Then you are using Jira Cloud. Otherwise you are using Jira Server/Data Center.
This does not look like a typical Jira login screen, but it appears that your Jira system is integrated with some sort of authentication system since it says "Single Sign On". That suggests that the user's password is not stored in Jira at all but in a separate and integrated authentication system.
You are going to need to contact the Administrators of your Jira system to find out how you can help the external user get their password reset.
