To estimate issues first you need to set up a Scrum board. The board accepts various types of estimations (you can check them out here). Assuming you are using story-points then on the backlog view you will be able to set the story-points for each activity.
About logging time (aka work log), you need to ensure Time tracking feature is enabled and voilà, Log work menu is available.
